Position Overview/Duties

Works under the general supervision of the Chief, PPMD and the Deputy District Engineer for Project Management (DDE/PM).  The incumbent is given the highest degree of independence and latitude for making final decisions and directing final actions relating to progress and projects falling under his/her purview.   Incumbent serves as a Branch Chief and as a senior advisor to the Chief, PPMD and DDE/PM for the progress under his/her purview. The work force consists of an interdisciplinary work force of primarily various engineering and architectural professional classified at the GS-12 grade level responsible for the entire spectrum of Life Cycle Project Management (LCPM). Responsibilities include the management of overseas work. Work involves one or more of the following: military installation planning, programming, studies, surveys, environmental audits, and design, engineering and construction during all phases of development through study implementation, design development or construction completion. Among other duties, the incumbent is responsible for and assists a broad range program management, implementation, product review, coordination and control including such items as project schedules, reports, Architect-Engineer (A-E) selection and contract administration, community IDT support, construction contract administration, protocols with host nations, construction quality control and quality assurance (QC/QA), contract fiscal closeout biddabilty/construction ability/operability (BCO), etc. The incumbent performs the full range of supervisory responsibilities. Work includes planning, recruitment, work assignment and review, performance evaluation and supervisory personnel management functions.  A financial statement (DD Form 1555) is required.

There are four (4) Supervisory Program Manager GS-0340-14 positions now available to fill, all located at Camp Arifjan, Kuwiat.   Two (2) are available now for immediate backfill, the 3rd  in early June 2024, the 4th in October..   

Incumbent must be able to obtain and maintain an official government passport.

 Desirable KSAs: 

1. Demonstrated supervisory skills, minimum 3 years experience as a supervisor.
2. Possess the capability to lead, guide team in a proactive manner in the overall management of a multitude of projects under their responsibility.  Completion of Supervisory Development Course required.
3. Has working knowledge of the budget process and determining and validating construction placement projections. Fiscal Law certificate is highly recommended.
4. Knowledge of professional project management principles involving the nine knowledge areas including integration, scope, time, cost, quality, human resources, communication, risk    and procurement.
5. Experience with Federal Construction Contract Acquisition Processes.
6. Knowledge and experience in the work of the Corps of Engineers and its missions, particularly construction projects in the Military, Foreign Military Sales and/or Environmental Programs.
7. Exceptional leadership and interpersonal skills essential, to leading teams comprised of professional and administrative employees, and building alignment among the work force in both technical and contracting arenas.
8. Exceptional oral presentation and written communication skills articulating highly technical construction issues to senior military officials.
9. Provides executive level supervision over the multi-million dollar programming, planning, design, and construction program funds from conceptual stages through project completion
10. Directs the activities of assigned Project Managers who are responsible for establishing, scheduling and monitoring programming, planning, design, construction and procurement  actions to ensure completion in accordance with established schedules.
11. Familiarity with USACE Automated Information Systems (P2, RMS, CEFMS, Project Wise, Contract Management System, etc)
12. Experience working for and with senior military and elected civilian government officials and their technical leads.
Ability to work under pressure and to prioritize workload for self and subordinates.

Duty station Kuwait: No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

 

 

THIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION, TO NOT HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

 

This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other

immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
