Position Overview/Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans' preference does not apply to this announcement.

Duties:

  • Serve as Resident Engineer with overall responsibility for the management, coordination, and execution of a diverse construction program (including civil works, military construction, and environmental remediation projects).

  • Supervise and directs a multi-disciplinary technical and administrative field office staff, performing the full range of personnel management, resource planning, and performance evaluation duties.

  • Serve as the lead field manager on the Project Delivery Team, using the Resident Management System (RMS) to track progress and partner with stakeholders, designers, and contractors to resolve construction issues.

  • Oversee the Quality Assurance (QA) program to ensure contract compliance, reviewing contractor Quality Control (QC) plans, checking technical submittals, and evaluating materials and workmanship.

  • Conduct final inspections of completed projects, makes official recommendations for the acceptance or rejection of contractor work, and manages the post-construction warranty program.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

One year of specialized experience that demonstrates the ability to manage, supervise, and administer complex construction projects and field office operations. Specialized experience includes: (1) directing construction management activities as a lead field manager or key project delivery team member for diverse construction projects (e.g., civil works, military construction, or environmental remediation); (2) overseeing and implementing comprehensive quality assurance and quality control (QA/QC) programs, including reviewing technical submittals, conducting complex inspections, and recommending final acceptance of work; (3) interpreting contract documents, analyzing progress schedules, and resolving technical engineering and construction conflicts to prevent project delays; and/or (4) supervising or leading a multi-disciplinary team, coordinating resources, and facilitating communications between contractors, stakeholders, and regulatory agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

  • Requires obtaining and maintaining a Contracting Officers warrant to be an Administration Contracting Officer (ACO) or as an Authorized Representative of the Contracting Office (COR) within 24 months of entrance to position.
  • May require completion of government-provided 40 initial and an 8-hour refresher OSHA training for working on hazardous and toxic waste (HTW) sites.
  • Must complete DAU courses to obtain Administrative Contracting Officer (ACO) within 24 months of entrance into position.
  • Must possess or be able to obtain a Professional Engineer registration or Registered Architect License within 24 months of entrance to position.
  • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
