Position Overview/Duties

The Assistant Chief of the Operations Division and Operations Branch Chief provides senior-level leadership and management oversight for the Albuquerque District’s operations programs. This dual-role position serves as a principal advisor to the Chief of Operations Division, sharing full authority and responsibility in the execution, management, and administration of all operational activities. The incumbent leads complex programs including emergency management, operations and maintenance, interagency agreements, contract administration, budget development, personnel management, and workforce planning. As a supervisory position, this role ensures mission readiness, program effectiveness, and compliance with U.S. Army Corps of Engineers (USACE) policies, federal laws, and regulations while fostering organizational growth, employee development, and high operational standards. 

Assistant Chief, Operations Division (Approx. 55%)

  • Shares full responsibility with the Division Chief in providing strategic leadership for District Operations, including program management, policy development, operational planning, and execution of mission objectives.

  • Coordinates long-range manpower and resource forecasting, ensuring appropriate funding, staffing, and operational support across field offices.

  • Oversees the development and implementation of comprehensive training programs to support employee growth, leadership development, and succession planning.

  • Interprets and implements federal policies, directives, and regulations to establish district-level procedures and operational guidance.

  • Participates in preparing and defending annual Operations and Maintenance budgets for higher headquarters and other federal agencies; adjusts allocations to ensure efficient use of resources.

  • Provides leadership for the District’s Emergency Management Program, ensuring preparedness and response capabilities under FCCE, NEPP, and FEMA ESF #3 requirements.

  • Represents the District in high-level meetings with senior leaders, interagency partners, contractors, and stakeholders on operational and policy matters.

Operations Branch Chief (Approx. 45%)

  • Directly supervises three GS-13 Branch Supervisors and serves as Higher-Level Reviewer for six GS-12 staff, ensuring effective program execution, quality standards, and mission alignment.

  • Delegates responsibilities, set performance expectations, monitor program effectiveness, and identify opportunities to improve processes, eliminate bottlenecks, and enhance overall productivity.

  • Manages personnel actions including recruitment, promotions, awards, disciplinary actions, grievance resolutions, and employee development plans, ensuring compliance with EEO, safety, and labor regulations.

  • Reviews and approves contractor work performance, training expenditures, and other operational expenses within delegated authority.

  • Provides leadership in fostering a positive workplace culture, promoting teamwork, high morale, and professional growth across the Operations Branch.

This job opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY.

 

One-year temp with extension of up to five years.

 

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Minimum Education Requirement: Bachelor’s degree in Engineering, Natural Resources Management, Environmental Science, Emergency Management, Business Administration, or related field. 

 

Minimum Experience Requirement: Must currently hold a GS-14
