Position Overview/Duties
Serves as a Senior Water Management Specialist responsible for the analysis, operation, and control of complex, multipurpose water control systems and hydrologic basins throughout the Albuquerque District. The position plays a vital role in the management of water resources for flood control, water supply, hydropower, recreation, and environmental enhancement. The incumbent develops water control manuals, operates real-time forecasting systems, and leads the use of advanced modeling tools such as RiverWare and GIS.
Work is conducted in coordination with federal, state, and local agencies and involves high-stakes decisions during emergency operations. The position requires in-depth technical knowledge, excellent communication skills, and the ability to lead junior engineers and technical staff.
Major Duties
1. Water Control Operations and Flood Event Management (20%)
- Maintains continuous surveillance of large, complex water control systems.
- Analyzes precipitation, runoff, channel conditions, and meteorological data to ensure optimal system performance.
- Issues operational instructions and flood control forecasts.
- Coordinates with agencies and hydroelectric operators, and responds during emergency events, including non-standard work hours.
2. RiverWare Model Development and Hydrologic Studies (50%)
- Leads the development, calibration, and implementation of URGWOM models using RiverWare.
- Conducts basin-wide hydrometeorologic investigations to assess operational impacts on runoff, streamflow, and other water uses.
- Recommends changes in project criteria, develops new tools and methods for operations, and applies GIS in model development.
3. Product Development and Team Participation (15%)
- Serves on multidisciplinary product development teams as the water management expert.
- Provides guidance, assignments, and quality assurance to engineers, scientists, and technicians.
- Interfaces with team leads and section chiefs for workload and performance management.
4. Technical Communication and Project Documentation (15%)
- Prepares internal and external correspondence including Congressional inquiries and public reports.
- Authors scopes of work, project study plans, status reports, and cost control documentation.
- Participates in briefings, conferences, and contract administration related to hydrologic modeling and water policy.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Minimum Education Requirement: Basic Requirements for Civil Engineering Series (GS-0810): A. Bachelor's degree in professional engineering from an ABET-accredited program, including:
A major in engineering; or

At least 24 semester hours in engineering (of which 12 must be upper-level) in specified areas.
OR
The combination of education and experience – college-level education, training, and/or technical experience demonstrates:
- A thorough knowledge of the physical and mathematical sciences underlying professional engineering.
- Ability to apply engineering principles equivalent to a bachelor’s degree in the field.
Minimum Experience Requirement: GS-12 Level:
- One year of specialized experience equivalent to the GS-11 grade level.
- Experience must demonstrate:
- Operation and analysis of multipurpose water control systems.
- Development and use of hydraulic and hydrologic models (e.g., RiverWare).
- Preparation of flood reports, operation manuals, and technical assessments.
- Coordination with federal, state, or local agencies on water management issues.

This is an overseas position:
- Proficiency in hydrologic forecasting, GIS, and water control software.
- Demonstrated ability to lead teams and perform high-level technical analysis.
- Excellent written and verbal communication skills.
