Position Overview/Duties

This is a Direct Hire Authority (DHA) announcement for a Safety and Occupational Health Manager, GS-0018-13, in the South Atlantic Division, Charleston District.

Position Title: Safety and Occupational Health Manager

Duties & Responsibilities:

The Charleston District SOH Manager provides strategic leadership and technical oversight across a diverse mission portfolio that includes high-risk construction, dredging and maritime operations, environmental remediation/HTRW, recreation and public safety, industrial hygiene, and emergency response activities.

Duties:

  • Supervisory Role: This is a supervisory position. The incumbent provides executive-level leadership of the District's comprehensive Safety and Occupational Health Program and performs the full range of first-level supervisory duties for a multidisciplinary team of safety and occupational health professionals.
  • Manages SOH Program: Administers the Safety and Occupational Health (SOH) program, ensuring compliance with federal regulations and overseeing program policies, objectives, evaluations, surveys, and resources.
  • Develops SOH Policies: Establishes program policies and procedures, conducts evaluations, and develops resource requirements. Ensures integration with local management systems and emergency operations.
  • SOH Training and Education: Oversees the development and execution of the SOH training program, including curricula, instruction, and training for managers and employees.
  • Technical Authority: Serves as the District’s technical expert on SOH issues, offering advice on complex operational and construction scenarios. Represents the District on professional committees and provides expert consultation.
  • Safety Oversight on Projects: Provides safety guidance for Civil Works and Military Construction, including hazards assessments, contractor compliance, and safety protocols for specialized operations such as dredging, marine, and hydropower.
  • Manages Employee Health & Safety: Oversees programs like wellness, drug prevention, industrial hygiene, and hazardous waste management, ensuring health and safety compliance across various District operations.
  • Conducts Safety Evaluations: Manages surveys, inspections, accident investigations, and risk assessments. Ensures corrective actions are taken based on findings and implements measures to mitigate hazardous conditions.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes: Managing and administering Safety and Occupational Health (SOH) programs; implementing and managing an SOH Management System; developing SOH program policies, procedures, and objectives; planning, scheduling, and establishing priorities for effective workload execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
