Position Overview/Duties

 

OPPORTUNITY: The South Atlantic Division has the following 120-Day Temporary Promotion/Temporary Reassignment opportunities.  There will be two (2), 120-Day Temporary Promotion/Temporary Reassignment selections made from this announcement.

 

DESCRIPTION OF ASSIGNMENT/DUTIES

Serves as Emergency Management Specialist for all Emergency Programs for TF VIPR, developing plans and assuring implementation of emergency policies and procedures in accordance with applicable regulations. Serves in the absence of the Emergency Manager during Duty and Non-Duty hours for all aspects of emergency operations and is responsible for keeping the TF Commander advised regarding important developments in emergency programs.

1. Emergency Management Coordination. Incumbent plans for/coordinates with the Emergency Manager the development of preparedness/operational programs designed to provide positive action during event of mobilization: national emergencies: continuity of operations; natural disasters; technological emergencies; emergency employment of Army resources. Represents the TF on committees and at conferences to formulate national emergency policies and determine support requirements and services to be provided by the TF. Evaluates territorial and local emergency agency policies and regulations. Maintains a wide array of contacts for the TF with other agencies such as Territorial Area Commands, supported DOD installations, territory and local emergency officials and elected officials to ensure that Corps emergency authorities and capabilities for support remain current. Recommends commitments of TF resources in support of authorized missions. Monitors day-to-day operation of Emergency Operations Center. Develops and participates in EOC operation for both manmade and natural Emergency Preparedness activities.

2. Prepares TF Response Plans. Develops plans for the Alert Notification System: alternate headquarters; evacuation; civil disturbances; and radiological monitoring/detection. Develops, reviews, and updates plans involving mobilization, Continuity of Operations, and support to local civil preparedness agencies. Specific plans include All Hazard Plan, Natural Disaster Response Plan Support & Recovery Plan, Continuity of Operations Plan, Drought Assistance Plan, Flood Operations Handbook, and Flood Emergency Handbook for Local Officials, EOC SOP, and Occupant Emergency Plan for Federal Office Building Agencies.

3. Manages mission assignments relating to Disaster Field Office activities with the Federal Emergency Management Agency and as such maintains close coordination with FEMA Region II and Territorial and local emergency management officials to assure all requirements are met in disaster relief operations. Manages emergency operations activities during actual emergencies. Assembles and dispatches emergency teams, coordinates disaster zone information and determines resources available within the TF for response. Also coordinates requests from higher authority and recruits available TF disaster response personnel for dispatch to affected national disaster areas. Evaluates network requirements for emergency operations center (EOC) and alternate site, assembles network if necessary, and trouble shoots computer hardware prior to PDT deployments. Ensures EOC and alternate site's computer hardware are up to date. Assists in executing the program for Inspection of Completed Works under the O&M, General appropriation, and Non-Federal Levee program under the Flood Control & Coastal Emergency appropriation by: Coordinating Initial Eligibility and Maintenance Compliance inspections; Communicating with local project sponsors regarding deficiencies; Maintaining catalog for higher headquarters reflecting disaster assistance eligibility status.

4. Manages civil works emergency funding requirements relating to the TF's emergency response and recovery operations. Monitors and certifies FEMA bills during emergency operations and disaster field office activities. Plans, develops and executes the district budget for Emergency Program, Emergency Response, and Field Force Engineering Support to the Army and Nation.

5. Organizes and conducts TF participation in training and exercises, Continuity of Operations exercises, and HQUSACE and South Atlantic Division exercise, ROC and communications drills. Manages and provides training to Crisis Action Team (CAT) members. Requests funding and responsible for budget and execution of funds for all CAT training, exercise activities and deployment during disasters. Also, organizes and conducts national and technological disaster training and exercises for CAT and executive level crisis management team to support Commander. Participates as a TF representative in regional/local technological drills and Readiness exercises. Prepares directives covering TF participation in such exercises. Coordinates After-Action and Lessons Learned reports with higher headquarters.

AREA OF CONSIDERATION: Current USACE permanent employees who are eligible for a temporary reassignment or temporary promotion, and who possess the required qualifications and experience.

 

POSITION DUTY LOCATION: San Juan, Puerto Rico with potential TDY to Jacksonville, FL and Atlanta, GA.  Labor will be funded by the South Atlantic Division along with TDY for selected individual that does not live within commuting distance.
