Position Overview/Duties
The Supervisory Natural Resource Management Specialist (GS-12) serves as the Project Manager and lead authority over the operation, maintenance, and management of the Conchas Lake Project. This multipurpose water resource development project supports flood risk management, recreation, fish and wildlife conservation, water supply, and environmental stewardship.
The incumbent oversees all natural resources, recreation, and infrastructure operations, and provides executive leadership over a multidisciplinary staff including park rangers, maintenance personnel, and administrative employees. The position requires extensive interagency coordination and a deep understanding of federal and environmental regulations, public land management, and long-range resource planning. Responsibilities span from natural resource protection and outgrant administration to infrastructure operation and employee supervision. The position plays a central role in maintaining public access, safety, and environmental integrity of a major federal project in a region of high recreational use and ecological importance.
Major Duties and Responsibilities
1. Recreation and Natural Resource Management (50%)
Leads implementation of complex natural resource and recreation management programs, including fish/wildlife conservation, cultural resource protection, vegetation/fire/pest control, soil erosion prevention, and pollution abatement.
Oversees the operation and maintenance of public use areas such as campgrounds, trails, beaches, boat ramps, and visitor centers.
Develops and enforces long-term and short-term planning documents such as the Operational Management Plan (OMP).
Reviews, manages, and ensures compliance of leases, licenses, easements, and permits (including concessions, hydroelectric operations, utility crossings, and outgrants).
Ensures effective implementation of public safety, water safety, fire protection, and law enforcement programs, including compliance with Title 36 CFR, Part 327.
Promotes effective public relations, engaging regularly with federal, state, and local stakeholders, civic organizations, and community groups.
Represents the Corps at public meetings and media events; serves as project spokesperson.
2. Project Planning and Administration (25%)
Develops and manages annual and multi-year budgets, procurement plans, and contract actions in support of the project mission.
Oversees preventive and corrective maintenance of critical infrastructure, including flood control structures, outlet works, roads, and recreation facilities.
Manages contracts for construction, repair, landscaping, sanitation, and other services ensuring safety, regulatory compliance, and operational reliability.
Conducts formal inspections and assessments to prioritize repairs, improvements, and compliance efforts.
Ensures project readiness for flood control, disaster response, and public safety operations.
3. Personnel Management and Supervision (25%)
Supervises a multidisciplinary team, including assigning work, setting priorities, conducting performance evaluations, and initiating training and development plans.
Conducts hiring, disciplinary actions, and workforce planning in compliance with Corps policies and Equal Employment Opportunity (EEO) regulations.
Provides leadership in fostering a respectful, inclusive, and safety-conscious workplace.
Oversees leave and travel approvals, approves performance awards, and leads employee engagement activities.
Promotes participation in volunteer programs and integrates community service initiatives with paid workforce operations.
Other Conditions and Requirements
Minimum Education Requirement: Bachelor’s or higher degree in biological sciences, agriculture, natural resource management, or related discipline appropriate to the position. OR Combination of education and experience:
Courses equivalent to a major in one of the fields listed above, plus appropriate experience or additional education that demonstrates the applicant possesses the necessary knowledge and skills.
Minimum Experience Requirement: Candidates must have at least one year of specialized experience equivalent to the GS-11 level.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possession of operating vehicles.
TDY expenses may be included.
Relocation expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
