Position Overview/Duties

As Section Chief, works under the supervision of the Branch Chief and is responsible for the planning and execution of the District Cost Engineering and Value Engineering Programs. Functional responsibilities require a thorough and extensive knowledge of engineering principles, techniques, methods, practices, and theories; comprehensive knowledge of policies, procedures, regulations and program goals; a knowledge and understanding of other engineering and professional specializations related to and affected by the design and construction process; and supervisory ability in planning, reviewing, coordinating, and directing the work of the section.

Cost Engineering. Plans, coordinates, directs, and supervises all aspects of cost estimating, cost engineering and cost control for construction of Civil Works, Military and Construction (MILCON); and the Hazardous & Toxic, Radioactive Waste (HTRW) program. Projects require a working knowledge of related engineering fields to evaluate design and construction from a broad perspective. The programs are extremely diverse and include civil works programs, such as dams, spillways, flood control facilities, levees and all-encompassing Army and Air Force Projects such as hospitals, runways, and special purpose facilities for proving grounds, electronic facilities and technical complexes, maintenance facilities and housing and community type facilities projects. Establishes the basic planning, guidelines, engineering standards and policies for the various Military and Civil Projects. Discusses with individuals significant and extremely complex problems in design and construction that impacts the cost engineering function.

Responsible for the preparation of the Civil and Military concept, budgetary, design in progress, bid estimates, engineering contract modifications, and field modification cost estimates that exceed the Administrative Contractors authority. Evaluates and participates in construction cost modification negotiations. Evaluates and makes recommendations when contractors protest the reasonableness of the Government estimate or allege errors in their bids requesting permission to modify their bid price or to withdraw their bid. Provides estimating support to the Value Engineering program to determine cost-effective alternatives and project savings. Supports other District elements with cost services as required.

Responsible for preparing Civil Works base bid project cost estimates which are adequate, accurate, and reliable enough to (a) present to Congress, (b) establish responsible relationship with non-Federal sponsors (c) permit sponsoring organizations/cost sharing partners to finance costs. Works with Programs and Project Management Division managers in coordinating cost accountability of projects through planning, engineering, and construction phases. The baseline estimate includes the internal Corps of Engineers' costs, engineering and design, supervision and administration, and the project construction estimate. The project cost is the fundamental and principal management tool from project conception through completed construction and is prepared, approved, maintained and updated by the section utilizing other District elements as required.

Serves as advisor and consultant to District personnel on costs for military construction from concept design stage through construction. Responsible for review and approval of reasonable contract estimates. Review consists of verification or revision of construction methods, plan of operation, material and labor costs, equipment requirements, quantity computations and unit costs. Makes site investigations to determine conditions that will affect cost of construction. Provides overview of A-E contract work. Reviews plans and specifications with emphasis on adequacy of bidding schedule, constructability, and construction schedules. Analyzes abstract of bids received on construction projects, maintains historical costs, and reports data as required.

Responsible for the overall management, control, coordination and execution of the Integration Team within the Technical Support Section as well as the Value Engineering Programs of Savannah and Mobile Districts and the cost engineering functions for Savannah District. As Section Chief, implements corporate decisions, guidance, laws, regulations, and policy associated with the development of projects and intermediate products in support of projects. Integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) into a comprehensive management plan in support of sponsor/customer needs and commitments. Within this plan, making assumptions and using risk analysis, integrates Executive/Congressional requirements (schedules, milestones, budgets, dependencies, responsibilities of the participating parties, contingencies, and performance measurement criteria). Obtains and maintains the district corporate commitment to the management plan. Participates in district programming decisions affecting long and short-range courses of action for assigned responsibilities. Provides input to the district-operating budget related to responsibilities assigned.

Supervisory management. Responsibilities include recommending appropriate staffing to maintain a sound position structure; participation in selection of qualified employees, assigning, reviewing and evaluating work; identifying training needs, administering leave, development and maintenance of effective discipline; initiating personnel and position action requests; reviewing job descriptions of subordinates for accuracy; working with employees to develop performance objectives; accomplishing performance appraisals; and assuring that employees comply with internal control standards and safety rules and regulations. Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary ones and achieve optimum content in those remaining. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.

Minimum Education Requirement: Bachelor Degree

Professional registration (P.E. (Professional Engineer), R.A. (Registered Architect), is a qualification requirement for this position.

This position may require TDY 25% of the time

This position requires the incumbent to possess and maintain a valid State Driver's License.

Specialized experience: Professional Architect or Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Architect or Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
