Position Overview/Duties
Directorate: Installation Support and Programs Management (ISPM)
Responsibilities/Duties: Serves as project or program manager for a variety of highly complex state-of- the-art program which have been assigned to the Corps of Engineers by a variety of governmental agencies. Assigned programs may include physical and electronic security systems; utility monitoring and control systems; ranges and training lands management; energy privatization and competitive sourcing; energy analysis, validation, and execution; facility and utility operation, maintenance, repair, rehabilitation, and demolition; furnishings; medical facility operation, maintenance, repair, and transition; and real property planning, programming and facility assessments services.
1. Represents the division in matters relative to criteria development, planning and design execution of assigned projects, and/or program area. Plans, directs, evaluates, coordinates and reports on engineering development efforts required of Huntsville Division in-house personnel, contracts with Architect-Engineer (AE firms, and Corps of Engineers' Divisions and Districts).
2. As a technical specialist in the application of advanced theories, concepts, principles and processes of design disciplines, guides and evaluates the activities of highly specialized facilities utilizing some state-of-the-art concepts for which only limited applied research and exploration have been previously accomplished.
3. Manages and coordinates efforts of contractor firms for assigned projects under contract to the
Division. Coordinates and monitors efforts of Corps of Engineers' offices with the requirements of the using service criteria with regard to preparation of project studies, designs, plans and specifications and/or cost estimates.

4. Plans, coordinates, evaluates, and reviews all phases of project control including the interpretation of and compliance with criteria, regulations, policies, and procedures, design and construction authorization and directives, availability and proper application of funds, and coordination of changes and additions on assigned projects.
5. Attends and participates in conferences with Corps of Engineers' divisions and districts, Army installations, and other federal and state agencies in connection with assigned programs.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Experience Requirement:
Specialized Experience for GS-13: One year of specialized experience which includes: Assisting in the managing and coordinating efforts of design build construction, minor construction, facilities maintenance, or services projects. Manage efforts pertaining to the review and development for any of the following: performance work statement, scope, schedules, budgets, or other standard project management tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). The best candidates typically possess all four specialized experiences supported by their depth of skill, abilities and knowledge in each area.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
