Position Overview/Duties

- Serves as District Budget Officer and funding advisor for the District.
- Provides broad and specific policy guidance, analysis and recommendations that facilitate achievement of program goals and objectives.
- Interprets and interrelates program plans, resource constraints, budget proposals, cost of operations, and program accomplishments to produce reliable budgetary and managerial data and recommendations to senior leadership.
- Other programs overseen include funds control, manpower management and budget development.
- Serves as the Financial Manager's full deputy.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.


Minimum Experience Requirement: One year of specialized experience equivalent to the GS-12 level in the Federal service, which includes: 1) executing operating budgets; 2) analyzing schedules of commitments, obligations and expenditures; 3) preparing various financial analysis and/or reports using a financial management system (such as the Corps of Engineers Financial Management System or similar financial management system), 4) advising management officials on financial matters such as budget, funding, and manpower.

- A relocation incentive may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
- Financial Management Position: Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amended 10 United States Code, section 1599d. The incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements for this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certificate within the required time may subject the incumbent to adverse action.
