Position Overview/Duties
1. Utilizes CADD/BIM systems including AutoCAD, Revit 3-D modeling, Bentley Micro-Station, and other software including databases, word processing, spreadsheets, PowerPoint and ProjectWise to provide support to architects and engineers by providing technical design assistance as well as producing construction plans and other engineering products. Assignments include assisting architects and engineers, through the use of CADD/BIM, in preparing CADD/BIM models for assigned projects. Provides explanations and interpretive documentation for the professional engineering staff to aid in the utilization of the data and information provided. Provides advice to architects and engineers concerning the functionalities of specific software programs which he/she uses on a regular basis to eliminate the need for time-consuming details and tasks. Develops operational techniques and standards. Identifies the scope of CADD/BIM work pertaining to a project and executes the tasks in accordance with applicable Corps corporate and local standards. Independently coordinate design requirements and techniques with the architect or engineer responsible for the project, other district elements, other government agencies, and with Architect Engineer firms to reach an understanding of the intent of the various aspects of the project to ensure that final drawings will meet the design needs for the project. Prescribes and implements method of approach for the preparation of construction plans to include the selection of appropriate software to display and integrate the various portions of the project. The incumbent must possess adequate experience and knowledge to arrive at sound and competent technical and administrative decisions for complex problems, and to determine the acceptability of the results. Encounters, and is responsible for, identifying various design problems related to assignments, requiring that the incumbent determine the most effective presentation of the design data that clarifies and portrays what is intended. Once problems are identified, reports such discrepancies to team members along with suggested solutions for clarification and/or resolution. Work is reviewed for adequacy and for conformance with established policies, precedents, and sound technical judgment.
2. Serves as the recognized authority within the District in CADD/CAE. Is a member of the community of practice in CADD/CAE in developing criteria and solutions applicable Army-wide and to a wide customer base (e.g. Air Force, IIS, NOAA, USGS, BLM, etc.) Incumbent is responsible for carrying out, directing and coordinating all work associated with CADD/CAE, including project planning, design, engineering, management, construction, operation and overall coordination, and for providing authoritative advice, assistance and information on all matters related to CADD and CAE. Manages the CADD and CAE environments and configures these systems for integration with other networked environments such as GIS. Leads and directs other technicians, engineers, architects and other technical specialists in CADD/CAE. Continuously analyzes the CADD/CAE systems for improvements in efficiency and use. Ensures that use of CADD and CAE is consistent with sound engineering principles and practices, and assists management in the preparation of directives and policies related to the use of CADD and CAE applications by the engineering elements. Prepares procedures, guides, and standards. Manages databases of engineering products on projects within the District and provides technical support to engineers in the prosecution of their daily work for the production of reports, plans and specifications, and drawings. Establishes procedures for project files and documentation, and develops instructions for use by engineers and other technical staff. Provides solutions to engineering problems within the CADD/CAE environment that require techniques and methods which may have no prior precedent. Work typically requires intensive coordination of project work requirements with other technical and administrative elements of the District to ensure technical adequacy, completeness, timeliness and consistency of the finished product. Troubleshoots problems with all CADD/CAE related applications and environment used by staff.
3. Receives basic architectural and engineering data in the form of rough sketches and preliminary CADD files from the designing architect or engineer, and constructs detailed sketches, frequently in 3D format, to properly develop the series of drawings that will reflect, upon completion in final CADD form, the architectural and engineering features of assigned. Applies prescribed design criteria and standard specifications to perform architectural and structural calculations, estimating quantities of various materials, and selection and adaptation of standard details to meet project requirements. Coordinates assignments with architects, engineers and technicians of other disciplines. Prepares plans, schedules, along with adequate cross-sections and details to adequately describe the project, and to document LEED requirements. Ensures that drawings are complete, accurate, and present the technical information requested by the designer. Assembles complete design package of all drawings. Participates in meetings and conferences to provide factual information.
5. Provides first-line technical support, troubleshooting investigations, on-the-spot training/coaching to individuals in the assigned office for software and hardware problems relating to the application of CADD/BIM to perform assigned missions. Serves as the technical CADD/BIM representative for the assigned section responsible for evaluating, maintaining, and implementing new technologies and methodologies applicable to the section. Develops operational techniques, standards, and CADD detail and BIM family libraries for the section. Participates in corporate CADD/BIM discussions and teleconferences relating to the missions of the section.
6. Assists Technical Leads in setting up DrChecks (web-based Design Review and Checking System) reviews for the Engineering Division, and in resolving problems and issues encountered by in-house and customer users. Assists Technical Leads in setting up and maintaining projects in ProjectWise (CADD document management system), and in assisting the Engineering Division with document security and operational issues. Serves as Alternate for Project Support Section to assemble contract drawing and amendment packages for electronic advertisement, including producing project cover sheet, index of drawings, and site location and vicinity maps.

Duty station Kuwait: No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging. Personal Leave authorized for 1-year tour.

LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM
HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.
This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
