Position Overview/Duties
This is a Direct Hire Authority (DHA) announcement for a Supervisory Emergency Management Specialist, GS-0089-13, in the South Atlantic Division, Savannah District, Operations Division, Emergency Management Branch.
Position Title: Supervisory Emergency Management Specialist

Duty Location: Savannah, GA.
Duties:
Serves as principal advisor to the Commander on all matters relating to natural and technology disasters and national security emergencies, civil disturbances, and terrorism activities. Responsible for managing the District Emergency Programs. During emergencies, the Emergency Manager provides overall management of emergencies/disaster operations and planning activities, typically is the official who represents the commander for disaster related matters.
- Serve as a subject matter expert on Public Law 84-99 Flood Control and Coastal Emergencies and PL 93-288 the Stafford Act, and is well versed about authorized projects, Continuing Authorities Programs, and other USACE emergency authorities.
- Maintain and monitor controls for sound financial management of all emergency preparedness and response and recovery functions.
Initiate and direct appropriate action for USACE and FEMA assigned missions. - Prepare and maintain response plans, execute response exercises, and training programs for accomplishment of assigned missions.
Conduct after-action sessions to develop a district corrective action plan and provides recommendations to MSC and/or HQUSACE for improvements in response capabilities. - Maintain ongoing understanding of laws, regulations, policies, practices and expectations of other federal/state/local government agencies, ensuring consistency with USACE emergency response.
- Lead District-wide team in developing plans for disaster and emergency conditions that may threaten areas within district boundaries, and other contingencies requiring support to civil authorities.
- Conduct regional or district-wide exercises to evaluate the readiness of district or region’s capabilities.
- Extensively integrate district and MSC emergency management activities with USACE stakeholders and partners, to include all relevant federal/state/local government agencies.
- Direct personnel assigned to Emergency Operations Center when activated.
- Deploy district resources to emergency locations and assigns and coordinates teams to provide technical assistance to other agencies at emergency locations.
- Ensure timely activation of PRTs and individual functional team members to enable rapid deployment.
- Supervise personnel assigned to the Emergency Management Branch.
- Maintain controls for sound financial management of all emergency preparedness and response and recovery functions.

- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
