Position Overview/Duties
Sample Position Overview
Serve as a licensed motorboat operator responsible for safely operating and navigating survey vessels up to 65 feet in support of hydrographic survey operations throughout the Philadelphia District waterways. Conducts vessel operations in high-traffic, shallow-water, coastal, and hazardous environments while maintaining precise speed and course requirements for survey accuracy. Ensures safe vessel operations under changing environmental conditions and maintains required operational logs and reporting documentation.
Sample Duties:
- Operate gasoline- and diesel-powered survey vessels up to 65 feet in length in support of hydrographic survey missions.
- Navigate vessels through inland waterways, exposed coastlines, shallow waters, surf zones, and hazardous operating areas.
- Maintain precise vessel speed and course as directed to support accurate hydrographic survey data collection.
- Safely maneuver vessels in congested waterways with heavy waterborne traffic.
- Adjust vessel operations in response to wind, tides, currents, and wave conditions.
- Monitor environmental and operational hazards and advise the team leader when conditions are unsafe for continued operations.
- Maintain vessel operation logs and records.
- Accurately report vessel usage and project work codes on a weekly basis.
Other Conditions and Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
There is no specific length of training or experience required. However, applicants must be able to demonstrate, through experience shown in their written application materials, that they possess sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications / Screen-Out Element:
- Ability to perform the duties of a Small Craft Operator with no more than normal supervision. This includes the ability to:
- Operate gasoline or diesel engine vessels up to 65 feet in length in areas with heavy waterborne traffic;
- Explain and enforce safety regulations for all personnel on board;
- Perform routine boat maintenance and recommend repairs using common tools and materials;
- Support field operations by safely transporting personnel, equipment, and supplies;
- Identify vessel operating issues and take appropriate action to ensure safe mission execution.
Conditions of Employment
- Must possess and maintain a valid state driver’s license.
- Must possess and maintain a valid Merchant Mariner Credential, as required for operation of assigned vessels.
- Must obtain/maintain CPR certification and First Aid certification upon entry on duty.
- Must be able to perform duties in varying weather and field conditions, including work on or near water.
- Must be able to perform duties requiring physical effort associated with vessel operation, maintenance, loading/unloading equipment, and field survey support.

- This position requires the completion of a pre-employment Physical Examination and an bi-annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Must be able to lift up to 50 lbs.
- This position may require Temporary Duty (TDY) or business travel up to 75% of the time.
