Position Overview/Duties

This announcement provides notice of a detail opportunity for current SES and GS-15 or equivalent level employees throughout the U.S. Army Corps of Engineers to be considered for a challenging and enriching temporary assignment with Headquarters (HQ) as the Interim Deputy to Deputy Commanding General - Civil and Emergency Operations (DCG - CEO). The deadline for applying for this opportunity is close of business on Monday, 23 June 2025. 

BACKGROUND: Headquarters is filling a critical position via a detail assignment to provide coverage pending a permanent recruitment action. This is an excellent opportunity for current/permanent Senior Executive Service (SES) members and high-performing GS-15 or equivalent level employees of the U.S. Army Corps of Engineers to serve in a challenging environment with wide-ranging national exposure in a Senior Executive position. This detail may be extended beyond the initial 120 days. If an extension is determined necessary, qualified individuals may be extended or rotated into the duties for an additional 120 days.

Statement of Duties: Serves as senior leader enterprise and technical expert for the staff with principal responsibility for providing direction, guidance and assistance to U.S. Army Corps of Engineers (USACE) Divisions and Districts on matters related to development and management of Army Civil Works (ACW) water resources infrastructure; protection, restoration and management of environmental resources; disaster response and recovery; and planning, programs, operations and regulatory functions. Also ensures timely execution of ACW program policies as established by the ASA(CW). Work is accomplished through the supervision of multi-disciplinary Communities of Practices (CoPs) that includes business line managers and professional and technical SMEs. Capital equipment and material used in this activity are valued in excess of $250 Billion. The annual USACE program is more than $6 Billion and supplemental appropriations periodically increase the total annual program amount up to $15 Billion. The Civil Works program is carried out by 300 military officers and approximately 23,000 Federal civilian employees. Continuity and uniformity in managing the execution of the ACW program at HQUSACE is carried out by a staff of SES Division Chiefs, Colonels and a subordinate staff of over 150 employees. Provides direction and guidance to Regional Business Centers for problem resolution of ACW issues. Supervisory Controls: The Interim Director Civil Works reports directly to the Deputy Commanding General for Civil and Emergency Operations, Major General Jason Kelly.

Area of Consideration: Current USACE SESs, GS15s, and equivalent employees. 

Qualifications: Applicant must be a current or former SES member or high-performing GS-15 that possess strong leadership/managerial skills and the ability to provide strategic direction to a diverse workforce with a multi-faceted mission across the national ACW Program.  Key selection criteria for this detail will include candidate knowledge of ACW programs, projects, policies and partners; experience working effectively with OMB and the Administration to address sensitive issues and advance ACW priorities; experience working effectively with Congress on ACW program and project issues and capabilities, particularly appropriation and authorization subcommittee Members and staff; Pentagon experience; and experience working constructively as part of the broader interagency to effectively advance Administration priorities.  Assessment of the candidate’s experience record will be performed by a selection panel to ensure experience, knowledge, skills and abilities are commensurate with the selection criteria and statement of duties cited above.  Interviews will be conducted.
