Position Overview/Duties

Oversees all engineering work in the district under the general direction of the Chief, E&C. Furnishes advice on all engineering, design, and O&M services various overseas CENTCOM locations. Makes major recommendations which are accepted as the basis for district and higher level decisions.  

MAJOR DUTIES:   As Chief, is responsible for the accomplishment of engineering functions required. The program primarily consists of design, procurement, and construction of large-scale projects.  Directs the technical aspects of the engineering program. Maintains contact with project managers to establish sequence of operations. Sets priorities on different projects or phases; resolves major budgetary considerations; resolves problems pertaining to coordination of the total plan of approach to the overall work program.  Ensures reviews of project plans and specifications before advertisement of the contract.  Accountable to the Chief, for all engineering commitments documented in the Project Management Plans. Organizes, assigns, and controls the work.  Collaborates with programming, budgeting, and construction units in submittal of design budgets; cost estimates for programming and budgeting; scheduling or phasing of projects; and control of design funds.  Coordinates engineering activities with Construction Branch, and Programs and Project Management Division. Provides engineering support during construction with design and shop drawing reviews and responding to contractor RFIs.  Coordinates with CONUS-based reachback districts for the provision of designs, estimates, RFPs, and other engineering products. Develops scopes of work and provides RAMS requests to initiate reachback; monitors progress, and coordinates customer responses to technical RFIs. Provides review and feedback of reachback products. Leads engineering discussions during the regularly scheduled telecons and VTCs with reachback districts. Exercises direct supervision over district office staff.

Professional Registration (Engineer or Architect is mandatory.

Desirable KSAs: 

· Some supervisory experience.
· Has performed as a lead Technical Engineer with experience in preparing 100% Design  or Design-Build packages including drawings, statement of work, specifications, layouts   and computations for vertical and horizontal construction.
· Experience in writing scope-of-work (SOW) and request-for-proposal (RFP) documents, writing and editing technical specifications and reviewing engineering work done by others.
· Proficiency in use of MicroStation or AutoCad and proficient in USACE CAD standards.
· Familiarity with design and layout of site utilities, drainage, building structures, electrical distribution systems, potable water and black water collection systems, mechanical systems,      and HVAC.
· Familiarity of facilities preliminary design and layouts, standard designs, barracks, hangars, DFACs, ECPs, office buildings, etc.
· Ability to conduct and review rough order magnitude (ROM) quantities, takeoffs, and cost estimates, examine field assessment reports to determine problem areas and design solutions.
· Ability to conduct analysis for various Courses of Action (COAs) and develop practical recommendations for solving engineering problems.
· Proficient in Microsoft Word, Powerpoint, and Excel. Ability to prepare professional quality briefing presentations and executive summaries for briefing military Commanders, civilian    leadership, and other audiences.
· Ability to professionally interact and communicate with other leaders, team members, and external stakeholders.
· Ability to supervise, manage multiple deliverables, provide critical feedback, develop and mentor team members to meet performance elements.
· Ability to manage emails and electronic files effectively and respond to all RFIs and/or issues in a responsive and timely manner.

Duty station Kuwait:  No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

THIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION, TO NOT HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
