Position Overview/Duties
Responsibilities/Duties:
Incumbent may be eligible for non-competitive promotion to target position upon meeting time-in- grade restrictions and the following requirements: (1) Incumbent demonstrates ability to perform at target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) Incumbent completes all required training and conditions of employment, and; (6) Incumbent completes all regulatory requirements for career ladder promotions. Consequently, promotion is not guaranteed.
At Full Grade level XH-5784-09 serves as a 2nd Mate on a Class I self-propelled dustpan pipeline dredge engaged in channel maintenance in the inland waters of the U.S. Stands a shift watch and supervises the work of a crew of 2-12 subordinates employed in any combination of occupations including tender operator, deck equipment operator, pipeline man, deckhand, welders, leverman, carpenter, winchman, etc. Exercises responsibility for the continued operation, maintenance, and safety of the dredge and attendant plant during the shift. Work activities directed during the assigned shift watch include any of the following: making and breaking up of tows for dredging moves, placement and movement of dredging anchors; lengthening, shortening and movement of the pipeline; operation of pipeline baffle plate; operation of winch and hoisting engines; transfer of and placement of pipeline from barge to bank and movement of such pipeline during or upon completion of work; maintaining and repairing pipeline and deck equipment, replacing cables, lines, sheaves, dustpan, rubber sleeves, etc.; general maintenance including cleaning, chipping surfaces, painting, minor woodwork, and metal repairs; cleaning suction or cutterheads; placing lights and targets; placing dredging targets; taking and maintaining records of soundings; servicing deck equipment; loading, unloading, and movement of materials, equipment and supplies; etc.
Schedule:
During the dredging season, typically May through November, all Hurley crew members, including this position, work a 15 days on/6 days off schedule, with the work period beginning and ending on Wednesdays. On the 15 work days, employees remain on the Dredge Hurley and are provided meals and lodging. This position works a 12 hour shift, and may rotate between day and night shifts. During the non-dredging season, the crew works day shift only, with the vessel based at Ensley Engineer Yard, Memphis, TN, on either a 5-day/8-hour or 4-day/10-hr. During the dredging season, the Dredge Hurley will work in widespread locations in the Mississippi River, including up to 120 days in the vicinity of Baton Rouge, LA.
Other Conditions and Requirements
Must possess the following license to qualify:
XH-5784-05: To qualify as a Steersman at the XH-05 level, individual must possess at a minimum, a Steersman of Towing Vessels upon Western Rivers. Individual must meet the requirements to obtain XH-07 level within 48 months within 36 months.
XH-5784-07: To qualify as the Steersman/Asst Master Tender at the XH-07 level, individual must possess at a minimum a Mate / Pilot of Towing Vessels upon Western Rivers and a valid radar endorsement within 36 months.
XH-5784-08: To qualify as the Steersman/ 3rd Mate at the XH-08 level, individual must possess at a minimum a Master of Towing Vessels upon Western Rivers and a valid radar endorsement within 36 months. NOTE: Failure to progress from the XH-08 level to the XH-09 level within 24 months will be grounds for removal.
XH-5784-09: To qualify as the Steersman/2nd Mate at the XH-09 level, individual must possess at a minimum a 1600-ton Mate w/ Master of Towing Vessels upon Western Rivers and a valid radar endorsement
Conditions of Employment:
• Must meet suitability for Federal employment.
• This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
• This position is covered by the DOT rules and USACE ER 690-1-1218. May be subject to random alcohol and drug testing on an unannounced basis. Incumbent is required to sign a DA Form 7412, “Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under The Department of Transportation, Federal Highway Administration Rules on Drug and Alcohol Testing” or a Memorandum of Understanding.
• This position requires overtime, shift work, work on rotating shifts, and/or on call to provide coverage during evenings, nights, weekends, holidays, and in other situations.
