Position Overview/Duties

  • WHO MAY APPLY:  All interested USACE employees on a permanent appointment that qualify for a temporary detail, reassignment or temporary promotion are encouraged to apply.  If applying as a Temporary Promotion candidate, you must meet OPM Time in Grade (TIG) restrictions.  The servicing CPAC HR Specialist will confirm eligibilities and qualifications PRIOR to placement in the position.
  • Duties:
    • Quality Assurance Inspections: Conducts regular inspections of construction sites to ensure work adheres to contract plans, specifications, and acceptable construction practices. Monitors contractor safety compliance.
    • Plan & Specification Review/Mix Design: Reviews contract documents to determine material requirements. Evaluates aggregate sources, develops concrete mix designs, and oversees concrete cylinder testing to ensure strength and durability. Inspects batch plants for safety and accuracy.
    • Technical Advisor: Provides expert advice to the Resident Engineer on concrete, soil, and asphalt issues. Recommends adjustments to mixes and acceptance/rejection of materials, escalating controversial matters to supervisors. Enforces compliance with approved mix designs and specifications.
    • Material Testing: Performs and/or monitors a wide range of laboratory tests on construction materials, including soils, concrete, grout, asphalt, and aggregates.
    • Material Compliance & Deficiency Reporting: Ensures all materials meet contract requirements through testing. Collaborates with the Resident Engineer and contractor on testing procedures and corrective actions. Documents deficiencies and unsafe procedures.
    • Recommends adjustments to concrete and asphalt mixes based on observations and test results to improve workability, strength, and placement.

  • Minimum Qualifications: In order to qualify for this position, you must currently hold a GS-11 or have previously held a GS-11 for 52 weeks as prescribed by OPM and meet OPM qualification standards for occupational series 0809.
