Position Overview/Duties
MAJOR DUTIES AND RESPONSIBILITES
The incumbent of this position serves as Assistant Operations Project Manager. Exercises program management responsibility for the management of project funding and in accomplishing a variety of overall project support functions across all applicable business lines.
As Assistant Operations Project Manager, shares in the responsibility for the management, operation, and maintenance of the Regional Office. Works jointly with the Operations Project Manager in setting overall goals and objectives for the project. Assigns and supervises work of the staff with general direction from supervisor. The primary qualification requirements involve extensive knowledge of management practices, principles, and procedures in combination with analytical ability, substantive knowledge of programs, and knowledge of pertinent statistical, accounting, budget, and economic principles and techniques.
1. Supervisory Responsibilities:
a. As the Assistant Operations Project Manager, shares fully in the provision of supervision over subordinate supervisors and team leaders, and indirect supervision over other employees. Ensures that subordinate supervisors plan the work under their control; establish workload priorities; make assignments based upon the difficulty, complexity and type of work in relationship to position description requirements and employee capabilities; review and accept or reject work accomplishment; evaluate subordinate employee performance; identify and satisfy the training needs of subordinates; provide advice, counsel, and instruction on both technical and administrative matters; hear and resolve employees complaints and refer the more serious, unresolved cases/group grievances accordingly; effect minor disciplinary measures, e.g., warnings and reprimands and recommend action in the more serious cases; initiate proper and timely personnel action requests; interview candidates for vacant positions and make sound selections considering all relevant criteria.
b. Performs personnel management duties as described above regarding those employees directly supervised. Additionally, reviews evaluations made by supervisors on their employees. Hears group grievances and serious employee complaints, and determines if a viable solution can be achieved. Reviews disciplinary cases initiated by subordinate supervisors. As needed, consults with personnel specialists to assure all personnel management responsibilities are satisfied.
c. Makes decisions on work problems presented by subordinate supervisors. Collaborates with heads of other units to negotiate, decide on, and/or coordinate work related changes affecting other units. Advise officials with broader and higher responsibilities on problems involving the relationship of the work of the subordinate organizations supervised to broader programs, and its impact.

2. Incumbent has full responsibility for managing all of the fiscal assets of the project. Also provides leadership for environmental coordination; manages project GIS assets; manages operation, maintenance, repair and construction contracts; manages project vehicles, floating plant and equipment; and responsible for project safety and security. Assists with management of the water resources project as it pertains to the dam and appurtenant structures in conjunction with daily duties, to include making gate changes during daily activities as needed and/or requested by the Water Resources Branch. Monitors project area and basin during flood emergencies, providing critical support in the release of flood waters by making gate changes as requested. Provides security surveillance of critical facilities as security measures direct.
a. Performs annual and multi-year fiscal planning and analysis for interrelated complex substantive programs with widely varying needs, goals, objectives, work processes and timetables.
- Compiles, analyzes, and summarizes financial data (e.g., salaries, expenses, facilities, equipment, etc.) under conditions of great uncertainty and difficulty e.g., due to a variety of multi-year contractors, vendors, utilities, several agencies of three State governments and the Federal government financial and management systems. Develops detailed estimates and justification needed for funding to support important programs and project needs.
- Monitors the availability and use of funds and conducts detailed analyses to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and accomplishments and financial resources and policies.
- Analyzes program funding estimates to identify efficiencies, excesses, trends, imbalances, etc. to assure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program goals and objectives in accordance with approved plan.
- Performs financial program control of broad scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on major program objectives, operating policies, work operations, funding requirements and progress. Assures program goals, objectives, and operations are realistic in relation to financial plans and regulatory requirements. Prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned programs and recommends required changes and adjustments to assure proper and adequate accomplishment of major program goals and objectives.
b. As manager for projects performed in-house and by contractors, identifies areas of special concern pertaining to the specific project, such as permits, clearances, real estate requirements, environmental impact, energy conservation, economic analysis, life safety, physical handicap criteria, activity maintenance procedures and policies, security, etc. Coordinates technical and administrative requirements with local, state, or other authorities when necessary, obtaining necessary approval actions. Reviews established regulations, codes, standards, schedules, and priorities. Convenes, attends, and/or chairs such meetings with concerned personnel and agencies as required to effectively decide on the optimum course of action. Develops or coordinates development of necessary designs, specifications, work plans, and cost estimates. Performs planning, scheduling and coordination necessary to assure that the work is complete within the budget.
- Provides technical and administrative guidance in preparing repair/construction drawings and specifications and in the selection of materials. Acts as the focal point for coordination of design criteria and information with the designer, the user, the contractor, and other interested representatives. Makes inspection trips and reports on progress. Reviews plans and specifications and monitors progress and adherence to schedules. Certifies contractor invoices for progress payments, assures that all work required by the contract has been satisfactorily completed and all submittals have been properly received, verifies contract completion, reviews final invoice and recommends payment. Prepares the contractor final performance evaluation.
- Reviews and evaluates proposed change orders, recommending approval or disapproval. Prepares Government estimates used in negotiating cost of contract procurement and approved changes. Provides technical review and recommendations for the resolution of contractor claims.
- Serves on contractor selection boards as chairman or member. Participates in pre-award surveys of contractors.
- Performs contract related services such as writing scopes of work, estimating, site surveys, contractor selection, negotiation, performance monitoring, product or design review, evaluation of bids, inspection and acceptance. Facilities typically include dam structures, visitor centers, campgrounds, office buildings, and wildlife management area features.
c. Serves as the contractual authority on the acceptability and applicability of contractual matters related to the program. Serves as the Technical Contracting Officers Representative (TCOR). Reviews contract terms and technical specifications to identify any special requirements. Conducts pre-proposal and post-award conferences with the contractor to clarify contractual requirements and special provisions. Monitors contractor technical, management, and cost performance over the life of the contracts. Reviews contractor submittals and certifies completed work for scheduled progress payments. Solves problems relating to change proposals, claims, payments, or similar problems. Negotiates changes in price(s), terms, and conditions, overhead rate agreements due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, changed site condition(s), etc. Prepares appropriate documentation relative to negotiation and pricing actions. Issues cure and/or show cause notices when contractor is not in compliance with contract provisions and/or specifications. Reviews completed official contract file to ensure: all contractual requirements are satisfied, there are no pending administrative actions to be resolved, all file documents are signed, no litigation actions are pending, and the contract is complete in every respect. Certifies to the contracting officer that the contract is ready for final payment and ready to be closed.

Other Conditions and Requirements
Basic Requirement for Assistant Operations Project Manager:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Specialized Experience
One year of specialized experience which includes: (1) Assigning and reviewing work, identifying training needs, addressing grievances or complaints of employees and interviewing applicants for vacant positions. AND (2). Analyzing and planning organization work priorities, budget requirements and goals related to natural resources management, security, environmental management, park recreation facilities, and construction or repair of roads, grounds and facilities. AND (3) experience in areas of contracting to include inspecting and monitoring contractor progress and contract compliance, negotiations and modifications to contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
